Having recognized the opportunity to standardize the terms of the contract for the international transport of goods by road, in particular with regard to documents relating to this transport and the responsibility of the carrier, the regulation of international transport of goods by road is contained in the agreement on the contract for the interntional trasport of goods by road: for the simplicity C-M-R. The RMC agreement is extremely useful because it combines transportation documentation, transportation by successive carriers, the terms of the contract for transporting goods by road, carrier liability, the nature of complaints and complaints, and transportation claims. Agencies operating in the field of international road transport are defined by the provisions of each country`s national law. In the case of Poland, this is determined by the road traffic law. It should be noted that the RMC Convention is used when transportation is carried out by states, organizations or government institutions. It is important that the carrier be responsible for RMC personnel when implementing the RMC agreement. 1. Any country may, at the time of tabling its instrument of ratification or accession or at any time thereafter, declare, by notification of the Secretary-General of the United Nations, that this convention extends to all or one of the territories for which it is responsible. The convention extends to the territory or territory mentioned in the notification, from the 90 days following its receipt by the Secretary-General or, if the convention did not enter into force on that date, on the date of its entry into force. The United Nations International Road Freight Contract (WRC) Agreement (UNR) has been in force since 1962 and applies to the international transport of goods between two or more countries. The CMR convention can also be applied in multimodal operations (sea, air or rail).
5. The contracting parties agree not to amend the provisions of this agreement by special arrangements between two or more of them, unless they are inoperable for their border traffic or allow the use of transport tickets that constitute property of goods in the case of transport entirely limited to their territory.
